On-Call Engineering and Planning Services — Detailed Overview
Proven Experience Across California
AMG’s on-call program supports cities, counties, and regional agencies across California with responsive, high-value engineering, planning, and program management services. Our team brings more than three decades of on-call experience, guiding agencies through complex traffic, safety, and infrastructure challenges while helping them modernize legacy systems for connected and adaptive operations.
Through active contracts with jurisdictions such as Hayward, Concord, Stockton, Patterson, Union City, Mountain House, Alameda, and Dublin, AMG has become a trusted extension of agency staff—combining technical expertise with an understanding of municipal processes, funding frameworks, and community priorities.
Scope and Capabilities
AMG’s on-call work spans the full spectrum of transportation engineering and systems design. Services include:
-
Traffic Operations and Simulation: Corridor performance analysis, modeling, and adaptive signal evaluation using Synchro, Transyt, and VISSIM.
-
Signal Design and Timing: New signal design, interconnect, timing coordination, preemption studies, and ATSPM implementation.
-
Intelligent Transportation Systems (ITS): Development of ITS Master Plans, communication networks, and Traffic Management Centers.
-
Safety and Mobility Planning: Complete Streets and multimodal safety studies, SWITRS-based crash analysis, and pedestrian and bicycle planning.
-
Transportation Planning and Policy Support: Travel demand modeling, General Plan and TIA updates, and integration of emerging mobility strategies.

Representative On-Call Engagements
City of Stockton
AMG delivers traffic engineering and ITS design services under a multi-year on-call contract. Projects include fiber optic network expansion along Arch Road, adaptive signal system evaluation for Pershing Way, and the McKinley and Industrial intersection design—Stockton’s first UPRR grade-crossing signalized intersection with advanced preemption and safety controls.
City of Concord
Providing ongoing traffic engineering and staff augmentation, AMG supports signal timing and SCATS operations, Complete Streets planning, grant preparation, and safety analysis. The team coordinates directly with City staff and signal vendors to maintain system reliability and optimize performance across Concord’s growing network.
City of Hayward
As a long-standing on-call consultant, AMG provides traffic impact studies, signal timing, SCATS operations, and general engineering support while assisting the City with grant funding and multimodal planning. AMG’s QA/QC role ensures consistency across all deliverables and integration with the City’s ATMS.now platform.
City of Patterson
AMG prepared the Transportation Infrastructure Master Plan (TIMP) and continues to deliver on-call traffic engineering, signal and roundabout design, and intersection safety analyses. Using the StanCOG model, AMG forecasts future roadway needs, identifies network improvements, and assists the City with successful CMAQ and HSIP grant applications, advancing long-term growth planning.
Mountain House Community Services District
For over two decades, AMG has served as the District’s on-call traffic engineer, leading studies and designs that support community growth. Work includes traffic and circulation studies, ITS and Signal Master Plans, safety and pedestrian improvements, and Specific Plan traffic evaluations—building a foundation for a safe, connected, and data-informed transportation system.
Technical and Institutional Strength
AMG’s success in on-call delivery is built on a foundation of technical proficiency and institutional knowledge. Our team is deeply familiar with Caltrans Local Assistance Program Guidelines (LAPG/LAPM), federally funded project requirements, and the coordination processes necessary to streamline review, permitting, and approval.
We bring a balance of hands-on project management, advanced analytics, and policy understanding—helping agencies achieve cost-effective, sustainable, and future-ready outcomes. Most of our on-call clients are repeat partners, a reflection of consistent performance and trust earned through responsive service and measurable results.
A Partner for What’s Next
AMG bridges the gap between traditional traffic engineering and modern mobility systems. By combining decades of operational experience with emerging technologies, we help cities transform how they plan, operate, and invest in their transportation networks—laying the groundwork for smart, connected, and resilient communities.
