City of Stockton Master Plan and TMC Design | City of Stockton Public Works Department
Preparation of a Fiber Master Plan and design of a new Traffic Management Center (TMC) in Stockton, including upgrade of communication systems, video and traffic signal equipment, and environmental design documentation.
Project Overview
AMG developed a comprehensive Fiber Master Plan and designed a Traffic Management Center (TMC) for the City of Stockton to modernize its traffic operations and communications infrastructure. The existing system consisted of traffic signal controllers, video cameras, and fiber-optic connections managed by the Public Works Department (PWD). To enhance real-time traffic monitoring and coordination, AMG introduced critical upgrades such as new fiber optic installations within existing conduits, managed ethernet switches, and a central management system compliant with IEEE 802.1 standards. A significant component of the project included the design of a new 350 sq. ft. TMC at City Hall, featuring a video wall, networking equipment, and modern furnishings to support seamless Field-to-Center communication. AMG also developed system specifications and documentation in accordance with Caltrans and MUTCD standards, ensuring full regulatory compliance.
Beyond infrastructure improvements, AMG facilitated a seamless transition between the SEB (Signal Equipment Building) and the new City Hall through enhanced communication links. The team provided extensive planning and systems engineering services, including development of the Concept of Operations, functional and performance requirements, and a complete PS&E package. These solutions supported integration of real-time traffic data collection and adaptive traffic signal control strategies. By improving connectivity and traffic management capabilities, the project positioned the City of Stockton to improve safety, reduce congestion, and implement scalable ITS and Smart City initiatives across its transportation network.
Lamorinda Tri-Citywide Traffic Signal Modernization Project
Lamorinda Traffic Signal Modernization Plan | Lafayette, Moraga, and Orinda, CA (2023-2025)
AMG planned and designed the Lamorinda Tri-Citywide Traffic Signal Modernization project—upgrading 75 signals across Lafayette, Moraga, and Orinda with advanced communications, SCP technologies, and TMS infrastructure to improve transit efficiency, emergency response, and regional traffic operations—and was also responsible for securing grant funds to build the project.
Project Overview
AMG Team members planned and designed the Lamorinda Tri-Citywide Traffic Signal Modernization project to upgrade outdated traffic signal systems across Lafayette, Moraga, and Orinda. The region’s legacy systems lacked fiber and 4G communications, hindering traffic signal synchronization and effective corridor management. The project focused on implementing Signal Control and Prioritization (SCP) technologies to enhance transit efficiency and emergency vehicle response.
Lamorinda encompasses approximately 75 traffic signals, with 17 situated on regional arterial routes connecting to major highways. The outdated infrastructure contributed to regional congestion, increased travel times, and environmental impacts. The modernization project aimed to address these issues through the development of regionwide Traffic Management System (TMS) infrastructure, high-speed communication readiness for 5G, and shared traffic control operations. Key improvements included bicycle detection, SCP capability, emergency vehicle preemption, and near-miss safety analytics. AMG led the design of signal controllers, cabinets, switches, and communications, and continues to support systems engineering, design, and project management.
Union City Traffic Signal and Communications Master Plan
Traffic Signal and Communications Master Plan | City of Union City (2021-2022)
Analysis and assessment of Union City’s traffic signal and communications systems to develop a master plan for short-, mid-, and long-term ITS and communications upgrades, including battery back-up, wireless communication, and Smart Corridor integration.
Project Overview
AMG conducted a comprehensive analysis of Union City’s existing traffic signal and communications systems to develop a master plan for modernizing its Intelligent Transportation Systems (ITS) infrastructure. The goal of this project was to establish a phased approach for upgrades, addressing short-term, mid-term, and long-term needs. The assessment focused on identifying components that required enhancement or replacement, including the integration of current and emerging technologies such as battery backup systems, video detection, and wireless communications. The final master plan includes implementation strategies for Smart Corridors, connectivity improvements, and the preparation of bicycle detection standards. AMG worked closely with city staff and stakeholders to align the plan with Union City’s mobility goals. This collaborative approach ensured the delivery of a robust, future-ready ITS infrastructure that will support enhanced mobility, safety, and resiliency for all road users.
