Innovation Program + Strategic Planning
Client: Contra Costa Transportation Authority (CCTA)
Client: Contra Costa Transportation Authority (CCTA)

Through advanced grant strategy and technical leadership, AMG has supported CCTA in securing $180+ million in USDOT innovation funding for key initiatives including Coordinated Adaptive Ramp Metering, Express Lane Completion, MOD/MaaS integration, and ADS demonstrations under the Innovate 680 program.

With support from AMG, CCTA helped shape California’s autonomous vehicle policy through AB 1592, authorizing SAV operations on public roads and paving the way for one of the nation’s first SAV demonstrations. AMG’s technical team supported deployment of EasyMile shuttles at Bishop Ranch and continues to advance data collection through the ADS Program to inform AV policy, rulemaking, and performance metrics statewide.

AMG advanced the Countywide Fiber Master Plan and is developing a Digital Infrastructure Policy Framework to enable CCTA’s connected, data-driven operations. These foundational systems strengthen real-time communications, optimize corridor performance, and enhance safety, traffic flow, and operational efficiency across Contra Costa County’s transportation network.

AMG leads CCTA’s Smart Corridor Program, integrating adaptive signal control, Vision Zero safety strategies, and advanced priority systems including Transit Signal Priority (TSP) and Emergency Vehicle Preemption (EVP). Through connected infrastructure, real-time analytics, and coordinated corridor management, AMG is enhancing safety, improving travel-time reliability, and optimizing traffic operations across Contra Costa County.

AMG supports CCTA’s $500 million Innovate 680 Program, integrating CAV technology, coordinated adaptive ramp metering (CARM), and corridor-management technologies to enhance safety, reliability, and operational efficiency. By aligning funding and project delivery, AMG is helping modernize one of the Bay Area’s most vital transportation corridors.

AMG is leading development of CCTA’s Transportation Data Management Center, integrating real-time data, analytics, and performance monitoring to improve mobility planning, optimize system operations, and support informed decision-making across Contra Costa County.

AMG supports CCTA, Tri Delta Transit, and the cities of Pittsburg, Antioch, Oakley, and Brentwood in planning and system design for an Automated Transit Network (ATN) using autonomous, electric vehicles on dedicated guideways to connect key activity centers. AMG led the initial feasibility study and helped develop the public–private partnership (DBFOM) framework to advance project delivery.
CCTA leads with vision and execution—advancing innovation through collaboration, data, and emerging technologies. AMG bridges the gap between public agencies, funding partners, and private innovators to create shared expectations, align priorities, and deliver results that turn vision into reality.
Establishes a county-wide roadmap aligning automation, electrification, and digital infrastructure with CCTA’s equity, climate, and safety goals—linking innovation to measurable community outcomes.
Moves beyond planning to delivery through agile program management, funding alignment, and systems engineering—advancing innovation projects from concept to implementation with measurable performance outcomes.
Builds on CCTA’s alliances with USDOT, Caltrans, MTC, local jurisdictions, transit operators, academia, STEM programs, private technology leaders, and community organizations. AMG strengthens these partnerships by aligning public needs with private innovation—accelerating deployment, investment, and impact.
Showcases transformative initiatives—including Digital Infrastructure and Data Exchange, Dynamic Personal Micro Transit (DPMT) also known as Automated Transit Network (ATN), Smart Signals, the Countywide Fiber Master Plan, Drone Highways, and EV Readiness programs—positioning Contra Costa County as a living laboratory for next-generation mobility.
Guided by CCTA’s leadership, Contra Costa County has emerged as a global proving ground for intelligent mobility. AMG helps translate this recognition into regional impact—scaling innovation, advancing delivery, and driving progress across California and beyond.
Program Details
CCTA’s Innovation Program continues to set a benchmark for how transportation agencies can lead the transition to intelligent, sustainable, and connected mobility. Guided by the 2022–2024 Innovation Program Strategic Plan, CCTA has evolved beyond policy development—now actively delivering a portfolio of innovation projects that combine public vision, private innovation, and tangible community benefit.
The Authority’s leadership, under Executive Director Timothy Haile and the CCTA Board, demonstrates how strategic planning, agile engineering, and disciplined program delivery can coexist to accelerate results. The Plan established measurable goals for automation, electrification, and digital transformation—creating the foundation for corridor-wide initiatives like Smart Signals, Dynamic Personal Micro Transit (DPMT)/ Automated Transit Network (ATN), and Digital Infrastructure & Data Exchange platforms.
AMG supports this work as both strategic partner and delivery agent—helping CCTA secure funding, streamline partnerships, and apply agile system engineering to move innovation from vision to implementation. Serving as a bridge between public agencies and private innovators, AMG connects ideas, data, and technology to help CCTA deliver real outcomes—safely, equitably, and efficiently.
Together, CCTA and AMG are ensuring Contra Costa County remains not just a regional model, but a globally recognized hub of transportation innovation—where leadership, collaboration, and technology converge to redefine the future of mobility.
